Financial Summary Update � Daily Operations
Our current water rate of $75.00 per month will remain unchanged for 2005. There was a surplus of $45,889.90 in
the water operations for 2004 within the former Township of Amabel. The accumulated surplus as of December 31,
2004 is $156,045.00. These monies are considered as "emergency funds" that could be used for any unforeseen
breaks in the equipment, or to cover any cost increases that could come from ongoing changes to provincial water
regulations.

The $137.50 collected annually on the tax bill of each Amabel Water System property owner generates
approximately $51,000.00 each year. These funds are used to partially finance the Unfinanced Capital account.
Unfinanced capital is a debt owed to the Town that is to be funded by the water consumer for capital upgrades
completed from 2001-2004.

All capital items listed were mandated by the Provincial Government in order to meet the new comprehensive water
regulations.

Environmental Assessment Update
In February 2005 the Town received correspondence from the Minister of the Environment acknowledging the
completion of our environmental assessments and authorizing the Town to proceed with the required capital
upgrades to meet Provincial Water Regulation #170.

Construction Update
The Town of South Bruce Peninsula recently completed final design for Huron Woods and Foreman Water Systems,
upgrades and construction will commence by the summer of 2005. The Town will commence engineering and
design work this spring and intend to tender the remaining water systems in late summer or early fall 2005.

In the near future, a construction by-law and a rating by-law will be considered by Council in a public forum. These
by-laws will outline future capital costs including the foregoing Unfinanced Capital and will outline each property
owner's estimated portion prior to construction. At the time of completion of the upgrades on all water systems, an
actual cost per property will be calculated and each affected resident will have the opportunity to commute their
actual cost or debenture the same over a period of years. If you decide to debenture these costs the principal and
interest would appear on your final tax bill annually.

Cross Connections
Please be advised that the Town of South Bruce Peninsula does not allow "cross connections" to it's municipal
water system. If you have an alternate source of water such as a sand point, cistern or drilled well it cannot be
connected in any way to your municipal water supply plumbing, internal or external. If you believe that you may
have a cross connection please contact the Town immediately and take corrective action as soon as possible.

Lawn Watering Restrictions
Persons connected to the waterworks system with even house numbers (eg. 2, 4, 6, 8) may only water on even
numbered days of the month and persons connected to the waterworks system with uneven house numbers (eg. 1, 3,
5, 7) may only water on uneven numbered days of the month. Lawn watering may only take place between 6:00 am
to 8:00 am or from 8:00 pm to 11:00 pm. Failure to comply with this policy can result in a fine of up to $300.

No Dogs on Beach Bylaw

BY-LAW #21-2000, as amended by By-Law #33-2002
A By-law to prohibit, regulate and control dogs and vehicles on lake bed, shore lands
and beaches within the Town of South Bruce Peninsula.

Whereas Section 210 of the Municipal Act R.S.O. 1990 provides for a municipality to
prohibit or regulate dogs within the Municipality or defined areas thereof and Section
210 part 131 of the Municipal Act R.S.O. 1990 provides for prohibiting parking on
private or Municipal property or public lands within the municipality.

Now therefore the Council of the Town of South Bruce Peninsula enacts as follows:

DEFINITIONS:

VEHICLES includes a motor vehicle, trailer, tractor, lawn tractor, road building
machinery and any vehicle drawn, propelled or driven by any power, but does not
include bicycle, wheelchair or motorized wheelchair.

BEACH (a) for the purpose of this bylaw, Beach shall mean the following, where
signs are posted reading: No dogs and/or no vehicles on the Beach. The area
between where the signs are posted and the closest waters edge shall be the Beach.
(b) All of schedule A, By law # 21-2000 be removed and replaced with the new
schedule A, attached hereto.

OWNER shall mean the owner of a dog including a person who possesses or harbours
a dog and where the owner is a minor the person responsible for the custody of the
minor.

LEASH shall mean an instrument no longer than 2.74 metres made from
rope/chain/leather so that a dog may be controlled by the owner holding one end
with the dog attached to the other end.

SECTION 1

a) Where proper signs have been erected, no owner shall allow a dog
on a beach or park in the Town of South Bruce Peninsula in the areas
shown on Schedule A attached to and forming part of this By-law

b) Where proper signs have been erected no person shall operate a
vehicle on any beach or park in the Town of South Bruce Peninsula in
the areas shown on Schedule A attached to and forming part of this
By-law.

c) Every owner who is in control of a dog shall forthwith remove any
excrement left by a dog on public property anywhere in the Town of
South Bruce Peninsula.

d) All dog owners shall have their dogs on a leash to control said dogs
while on designated park land where signs have been erected only
permitting dogs on leash in the municipality of the Town of South
Bruce Peninsula.

EXEMPTIONS

SECTION (2)

4. Notwithstanding the restrictions in this by-law dogs on leashes will be allowed
in Blue Water Park in all areas other than the signed portion of the beach in
Blue Water Park not allowing dogs.

b) The public beach known as Sauble Beach as described in By-law 77-
95 of the Former

Township of Amabel is exempt from this By-law .

c) Emergency vehicles and those vehicles operated by employees of
the Town of South Bruce Peninsula while carrying out their duties are
exempt from this By-law.

SECTION (3)

ENFORCEMENT AND PENALTIES

Every person(s) who violates a provision of this By-law is guilty of an offence and on
conviction is liable to the penalty provided in Section 61 of the Provincial Offences
Act R.S.O. 1990 Chapter P.33 as amended from time to time.

This By-law shall supersede and rescind that portion of any By-law in any of the
former Municipalities dealing with the matters referred to in this By-law.

This By-law shall come into effect on the date of its passage.

Amending of Fees By-law for Campground

PUBLIC NOTICE RE AMENDING OF
FEES BY-LAW #74-2004

Take notice that the Council of the Corporation of the Town of South Bruce Peninsula
will be considering a By-law to amend By-law Number 74-2004 being a By-law to adopt
set fees for the services performed by the municipality.

The amendment is required to amend Appendix A Item 7. Bluewater Park Campground
to become effective January 1, 2006.

Consideration of the By-law will take place at the August 29th Council meeting to be held
at 315 George Street Wiarton.
