Municipal Event Liability Program

I recently received information from Jardine Lloyd Thompson Canada Inc. that they now
have a product that is available to all municipalities and special event organizations. This
competitively priced product is designed to assist municipalities in promoting special
events that occur within their jurisdiction.

This coverage enables the Council to not only assist with the insuring of the special
event, it also is a great Risk Management Tool, in that it transfers the risk from the
municipality to the event organization.

Features include:

· Efficient quotation and policy issuance
· Accessibility
· Reasonable price

EVENT AND LIABILITY INSURANCE PROTECTION

The public has been enjoying the use of properties owned by municipalities such
as parks, arenas and community halls for many years. Events such as family reunions,
dances, bingo games, award banquets, concerts and festivals have taken place at
municipal facilities.

Many of the events are arranged by unincorporated entities, groups or individuals that
have experienced difficulties in securing the right kind of insurance or have requested
insurance coverage through the municipal administration. There is now a solution to this
enduring problem.

Coverage will most likely be available for any event that takes place at a municipal
facility or within our municipality. Liability insurance would be available to any
organization at a very reasonable cost. JLT are able to arrange insurance to provide
peace of mind and protection from claims that may arise out of the event, including
SOCIAL HOST LIQUOR LIABILITY for events where alcohol is served.

Access to insurance coverage and fair premiums is essential to the success of any event.
The Jardine Lloyd Thompson Canada (JLT) Municipal Event Liability Program is
designed to ensure that success.

AVAILABLE COVERAGE

JLT's insurance program deals with the essentials of each event. General Liability
coverage allows each group to protect themselves and their associates against bodily
injury and property damage claims that may arise from the event.

In addition, coverage is extended automatically to pick up incidental exposures as
follows:
· Tenant Legal Liability
· Non-owned Automobile Liability
· Medical Payments Coverage
· Coatroom Liability
· Legal Liability for Damage to Hired Automobiles
· Liability for Contracted Personnel
· Third Party First Aid Liability
· Fire Fighting Expense Liability
· Adverse Liability
· Employers Liability
· Employee Benefits Errors and Omissions Liability

HOW COVERAGE IS PROVIDED

The Financial Services Department administration had had the foresight to arrange a
liability insurance facility for events that occur within the jurisdiction of the Town. The
Financial Services Manager is able to supply a Special Event Liability Questionnaire to
any interested group. The completed questionnaire will be sent via fax directly to JLT for
processing and quotation. If an offer of coverage is made by JLT and accepted by the
interested group, full premium payment will be required prior to issuing any confirmation
of coverage.

CLAIMS HANDLING AND JLT

If a claim is presented under the policy relating to the event, either immediately after the
event or some time later, the professional claims staff at JLT will ensure that the claim is
promptly reported and processed. JLT will work with the group where needed to assist in
the protection of the group's interests in claims matters.

COVERAGE

In today's legal climate, purchasing high limits of liability insurance protection is
important. Availability can be a challenge. Jardine Lloyd Thompson Canada can arrange
up to $15,000,000. ($5,000,000, $10,000,000 or $15,000,000) of insurance coverage.

Our Municipality would like to see all events succeed, therefore it is both efficient and
economical to make insurance coverage available to every organization at the same time
as they secure their venue.

JLT have already arranged coverage for the Town, now they are able to provide coverage
for any event that can be organized at a municipal facility or within our municipality.

Whether the event lasts one day or several days, JLT can arrange protection for the Town
and most organizations. Coverage is also available for those organizations that plan
events year-round.

FINAL COMMENTS

I believe that the foregoing insurance coverage is long overdue. It in my opinion it is
exactly what would be a perfect fit for the Wiarton Willie Festival Committee, the BIA or
Chamber of Commerce for their annual events. It could also be the perfect insurance for
the likes of the Sauble Sandfest or any car show, baseball tournaments, etc. Because this
insurance is so new on the market we have not seen what the premiums are but we have
been assured that the rates are priced reasonably. We will only find this out through the
application process. The application is not overly onerous. For annual events a three
year history is required. The application process outlines what is required as "Accepted
Procedures for Safe Event". It outlines, for example, how many SMART servers are
required per 100 attendees plus number of volunteers per 100 attendees for crowd control
volunteers.

I have the forms available and am requesting that any Councillor or Employee that comes
across a possible candidate for the foregoing insurance coverage to steer them my way. I
am looking forward to the first application in order to ascertain lead times and associated
coverage cost.

Once Council have reviewed the foregoing we will be posting it on our Website and
making it widely known through the various local organizations.
