Governance Review Committee

The Town of South Bruce Peninsula is seeking five volunteers to serve on the
Governance Review Committee.

Reporting to Municipal Council:

* Committee members will be responsible for undertaking public consultations and
obtaining opinions of residents in regard to the current ward system and council
composition.

"Terms of Reference" for the Governance Review Committee can be picked up at the
municipal office.

Letters of application will be accepted by the undersigned until June 10, 2008. Those

From May, 2008 onwards, the new Amabel Sauble Water Treatment Plant will be constructed at the
Amabel Sauble School location. Additionally, watermains will be constructed along the following
streets/roads:

Please note that no connections to the new watermain will be permitted at this time. Water service
connections are only available to those currently on municipal water service.

Watermain construction is anticipated to be completed by end of October 2008 and the Water Treatment
Plant building is anticipated to be commissioned in March 2009. During construction of the watermain,
the property owners along the above referenced locations may experience some inconvenience,
however, all efforts shall be made to minimize it. We request your co-operation and patience for the
successful completion of these projects.

the said provisions, plans, specifications and conditions and, for the prices set forth in
this tender, hereby offers to furnish all machinery, tools, apparatus and other means of
construction, furnish all materials, except as otherwise specified in the contract, and to
complete the work in strict accordance with the provisions, plans, specifications and
conditions attached to this tender.

Attached to this tender is a certified cheque in the amount specified in the "Tendering
Requirements", made payable to the municipality. The proceeds of this cheque shall,
upon acceptance of the tender, constitute a deposit which shall be forfeited to the
municipality if the Contractor fails to file with the municipality an executed form of
agreement for the performance of the work prepared by the municipality in accordance
with this tender and the provisions, plans, specifications and conditions attached hereto
within ten (10) days from the date of Acceptance of the Tender.

It is agreed that the tendered scope of work is an estimated only and may be increased
or decreased by the municipality upon written consent one party to the other without
alteration of the contract. Such increases or decreases shall not exceed fifteen (15)
percent of the tender bid for these works.

Information for Bidders

A) PREAMBLE

For the purpose of this tender and all associated communication and documentation
thereto, the Town of South Bruce Peninsula shall be referred to as the "Town",
"Municipality" or the "Corporation".

For the purpose of this tender and all associated communication and documentation
thereto, the terms "bidder", "tenderer" and "contractor" shall mean the person or
company submitting the tender bid.

B) TENDER DEPOSIT

A certified cheque made payable to Town of South Bruce Peninsula in the amount of
10% of the tender bid must be submitted with the tender.

The tender deposits of all but the two lowest bidders will be returned within fourteen (14)
days after the closing date. The tender deposit of the two lowest bidders will be
retained until a tender has been accepted, the required surety and other documents
specified have been accepted, and a contract has been executed by the Owner and the
successful bidder.

The tender deposit of the bidder to whom the contract is awarded shall be forfeited
should the successful bidder fail to execute a contract and provide the satisfactory
documents as required, prior to signing the contract after receiving written notice of the
Owner's intent to award the contract.

Tenders not accompanied by a certified cheque will not be accepted.

C) BASIS OF REJECTION OF TENDER

Tenders may be rejected for any of the following reasons:

(a) Bids received after the tender closing time and date specified.

(b) Bids which are not accompanied by the appropriate tender deposit.

(c) Bids received on other than the tender forms supplied.

(d) Bids not completed in ink.

(e) Incomplete bids.

(f) Qualified or conditional bids.

(g) Bids not properly signed and sealed.

(h) Bids containing addition, typographical or any identified error.

D) FEDERAL GOODS AND SERVICES TAX
The bidder will indicate the amount of Goods and Services Tax paid under the contract.

Where the Goods and Services Tax changes during the performance of this contract,
the appropriate change will be made in this billing and payment.

The Contractor agrees to supply his G.S.T. registration number supporting his
responsibility to collect G.S.T. and to support the Municipality's claims, where
appropriate, to G.S.T. paid in this contract.

E) PROVINCE OF ONTARIO RETAIL SALES TAX

The bidder shall include all Provincial Sales Taxes applicable in the Tender, and shall
ensure that this tax is not applied on the Federal Goods and Services Tax.

Where, during the course of this contract, the Provincial government changes the
Provincial Sales Tax rate, the Contractor and the Municipality agree to process
respective reasonable adjustments in pricing and payments reflecting such unless the
contract will be recognized by the Province under its originally executed terms for
purposes of sales tax.

F) COMPLIANCE WITH REGULATIONS AND ACTS

The Contractor shall be responsible for, and shall pay all dues and assessments
payable under the Workers' Compensation Act, the Unemployment Insurance Act or
any other act, whether Provincial, Federal or Municipal, in respect to all his employees
or operations, and shall upon request, furnish the Corporation with satisfactory evidence
that he, the Contractor has complied with the provisions of any act.

The Contractor shall abide by all acts, by-laws and regulations relative to the
performance of the work.

G) COMPLETION

The playground equipment is to be delivered to the municipality for installation no later
than August 15, 2008.

H) PAYMENTS

Following completion of the work, the Contractor is to submit an invoice indicating the
amount and contract number, to the Town of South Bruce Peninsula for the work
performed. Within forty-five (45) days of the date of acceptance of the work, a cheque
will be released to the contractor. The invoice submitted by the Contractor shall not
exceed the accepted tender bid amount unless specifically accepted by the Town and
processed under a formal Change Order.

I) CAO OR OTHER DESIGNATE
Brad McRoberts, P.Eng, Manager of Public Works shall be interpreted as the acting
designate for the Council of the Town of South Bruce Peninsula.

J) ALLENFORD CURLING CLUB

The Allenford Curling Club is located at 10 Alice Street, Allenford, Ontario.

K) ALLENFORD PLAYGROUND EQUIPMENT SPECIFICIATION

The tender will be accepted for equipment as identified below. The playground
equipment will be installed by the Municipality of South Bruce Peninsula.

N) LOADING OF MOTOR VEHICLES

Where a vehicle is hauling material for use in the contract, in whole or in part upon a
public highway and where motor vehicle registration is required for such vehicle, the
Contractor shall not cause or permit such vehicle to be loaded beyond the legal limit, or
to be operated in any unsafe manner as specified in the Highway Traffic Act, whether
such vehicle is registered in the name of the Contractor or otherwise.


P) FINANCIAL OBLIGATIONS

The Contractor shall discharge all liabilities incurred by him for labour, materials and
services used or reasonably required for use in the performance of this Contract on the
date upon which each becomes due and all liabilities incidental thereto.

The Contractor will operate the equipment himself or provide at his own cost, competent
operators, and will, when so required at any time furnish evidence satisfactory to the
CAO, that all wages due to any such operator have been paid.

Q) BIDDING PROTOCOL

All tender bids shall include labour, material, insurance and any costs as may be
required to fulfil the contract obligations.

S) LIABILITY

The Town assumes no liability for lost, stolen or damaged equipment or materials in the
performance of these works. The Contractor shall save harmless the Town, its heirs,
assigns, agents or successors from any liability arising from the inability to perform the
works due to lost, stolen or damaged equipment and/or materials.

Removal of Portable temporary advertising devices

PUBLIC NOTICE

Be advised that the placing of private advertising devices upon or within the
Town of South Bruce Peninsula must comply with the By-Law #38-2003.
Portable temporary advertising devices require a permit before being erected.
It will be noted that many advertising devices that exist which contravene the By-
Law shall be removed. By way of this advertisement, owners are put on notice.

Advertising or notices that have been placed on trees, hydro poles and fence
posts need to be removed by May 13, 2008 or the By-Law Enforcement Officer
will remove them and a penalty fine of not more than $5000.00 may be issued.

Lead Sampling Program-Volunteers Needed

April 2008


Request for Volunteers
The Town of South Bruce Peninsula is seeking volunteers to participate in the Lead
Sampling Program implemented by the Province of Ontario. In order to participate, your
residence must be connected to a municipal water system.

Sources of Lead in Drinking Water

In the past, lead, a naturally occurring metal, was used in piping, solder, brass fittings
and other water service components. It has also been used in water distribution system
fittings.

Health Concerns

Excessive lead exposure has been linked to decreased intellectual and behavioural
development, hearing loss and birth and fertility difficulties. Unborn children and children
under the age of six absorb lead easily and are more susceptible to the harmful effects
of lead.

Short-term consumption of lead concentrations above 0.01 mg/L does not necessarily
pose risk to human health although the Ontario Drinking Water Standards state that the
maximum allowable concentration for lead in drinking water is 0.01 mg/L.

When you volunteer to participate in the Lead Sampling Program, you will be contacted
by a Town of South Bruce Peninsula staff member to set up a convenient sampling
appointment.

On your appointment date, you will be visited by Ontario Clean Water Agency (OCWA)
licensed operators who will require approximately 45 minutes of your time. The OCWA
operators will run your tap water to flush the lines. The operators will then wait
approximately 30 minutes before taking the required lead samples. Samples will be sent
to an accredited laboratory for testing.

Volunteers will receive a report outlining the testing results.
