TOWN NEEDS AND EXPECTATIONS

The Council of the Corporation of the Town of South Bruce Peninsula has authorized the
preparation of a background study required under the Development Charges Act. The Town of
South Bruce Peninsula is issuing this Request for Proposal for the completion of such study, and
invites firms experienced with development charges in Ontario to respond. The scope of the
work includes but is not limited to:

· Establishing population and household growth forecasts based on the 2006 Census and
latest Ministry of Finance projections.
· Compiling future growth related infrastructure requirements in collaborations with Town
personnel.
· Completing all necessary steps in accordance with the Act in order to calculate the
development charges (it should be noted that the development charges will consist of
multiple rates; serviced and un-serviced areas).
· Recommending polices with respect to local services, exemptions, indexing, phasing in,
etc.
· Compiling and printing the full background study.
· Attendance at public meetings, Committee meetings and Council meetings as required.
· Preparation of a draft development charges by-law.

SCOPE OF PROPOSAL

Interested parties are requested to submit a proposal detailing (at minimum) the following
information:

· Corporate background/history including the name, address and contact person for the
firm.
· Project manager and staff contacts, including resumes and experience.
· Project plans and timeframe.
· Fees and expenses schedule (Including any fee/rate guarantees).
· Three municipal references.

2. Under no circumstance will proposals be considered which are received after the
specified time.

3. Only one proposal/quotation will be accepted. A proponent who has already submitted a
proposal may submit a further quotation at anytime up to the official closing time. The
last quotation received shall supercede and invalidate all quotations previously submitted
by that proponent for this contract.

A proponent may withdraw his quotation at any time up to the official closing by
submitting a letter bearing his signature and seal as in his quotation to the Town of South
Bruce Peninsula at the address indicated above. Such submission must be received in
sufficient time to be marked before 4:00 p.m. on the date for closing. The proponent
shall show his name on the envelope containing such letter. No telephone call will be
considered.

4. All quotations must be made in ink or by typewriter/inkjet or laser printer. Entries or
changes made in pencil shall, unless otherwise decided by the Town be determined
invalid. Quotations which are incomplete, conditional, illegible or obscure may be
rejected.

Quotations that contain prices which appear to be so unbalanced as likely to affect
adversely the interests of the Town may be rejected unless otherwise decided by the
municipality.

5. If a proponent has omitted a price for an item in the quotation, they shall, unless
specifically stated otherwise in the quotation, be deemed to have allowed elsewhere in the
quotation for the cost of carrying it, and unless otherwise agreed to by the Town, no
increase shall be made in the total price on account of such omission.

6. Eight copies of the proposal shall be submitted.

7. The proposal shall be valid for 30 days after the date of closing.

8. The proposal must be signed by an authorized representative with the corporate power
and authority to execute and deliver obligations as proposed.

9. The Town is not obligated to accept the lowest cost or any proposal (or part thereof)
submitted.

10. The Town reserves the right to reject any or all the submissions and to determine in its
own judgment the organization best qualified to undertake these services.

11. The Town will not be responsible for any cost incurred by proponents in the preparation
or submission of a proposal.

12. The Town specifically reserves the right to request proponents to address specific
requirements not adequately covered in their initial submission and/or to provide
additional information.

13. The request for proposal is not a call for tender, thus any proposal submitted, reviewed
and examined by the Town does not result in a contract between the Town and the firm
submitting the proposal.

1. Introduction

The Town of South Bruce Peninsula invites Requests for Proposals to undertake a
"Comprehensive Review" of land use polices and land use designations for the Wiarton Primary
Settlement Area, as contained within the Town of South Bruce Peninsula Official Plan.

This review will be undertaken in regard to the redesignation of certain lands currently
designated for industrial, commercial, or rural uses, to residential use designation south of the
urban community of Wiarton.

2. Background/Location

The Town of South Bruce Peninsula is a lower tier municipality within the County of Bruce.
The Town consists of the southern portion of the Bruce Peninsula and is bordered to the west and
east by Lake Huron and Georgian Bay respectively.

The Town is the result of the amalgamation of the former Townships of Albemarle and Amabel,
the former Village of Hepworth and the former Town of Wiarton in January 1999. The
community has a population of approx. 8090 with a significant percentage of seasonal residents.

In the early 1990's, prior to municipal restructuring in the County, the Town of Wiarton annexed
lands from the former Amabel Township. The purpose of the annexation was to provide growth
and expansion opportunities for the Wiarton urban area. The lands were subsequently brought
under control of the Town of Wiarton Community Land Use Plan and the Wiarton
Comprehensive By-law. The predominant land use designation for the lands was and still is
"Highway Commercial and Industrial" (Appendix A).

3. Issues

The need for a comprehensive review has been brought about by the range of development issues
within the annexed lands. There have been proposals to redesignate some lands from
"Industrial" to "Residential", and proposals to expand the size of the urban boundary.
Additionally, the Municipality has been struggling with the proper way to plan for and then
provide sewer and water services, storm water management, internal road networks, and
cycle/pedestrian access.

The Municipality is also aware that prior to converting "employment lands" to another use, or
expanding the urban envelope, a "Comprehensive Review", that meets the minimum
requirements of the Provincial Policy Statement (PPS) shall be required (Appendix B).

3.1 Given the types of growth that may be expected to occur in the Wiarton plan boundary, is
there enough land designated for future growth?

3.2 Are the subject lands appropriately designated within the area?

3.3 Are the existing development polices as found in the exiting official plan adequate to
provide for proper growth for the area over the next 20 years?

3.4 Is there a sufficient rational to expand the limits of the existing urban envelope and/or to
convert some of the employment lands to other urban type designations?

4. Required Elements - Project Delivery and Public Participation

The Council places high value on creativity and innovation in project delivery and public
participation methods. There is a general feeling that standard methods of public participation
are becoming somewhat time worn (such as surveys, open houses, public meetings). This is not
to say that these methods should be ruled out, but we ask those responding to the RFP to use
creativity and imagination in engaging the public in this process.

The following minimum components shall be required:

i) The consultant shall be required to report to a project steering Committee that
shall be appointed by Council. The consultant shall meet with the steering
committee at least once in every proposed project phase;

ii) The consultant shall ensure that the public is engaged in a meaningful way in each
stage of the process;

iii) The consultant shall provide background information/reports in format that is
suitable as supporting documentation for any required official plan amendments,
and zoning by-law amendments.

iv) The Consultant shall ensure that all statutory requirements of the Planning Act are
met.

As a guideline to consultants only, Council would expect the process might include the following
standard elements:

Phase I: Summary of Background information/ Preliminary Issues/Actions Identification
Phase II: Preliminary Issues/Actions Refinement
Phase III: Official Plan Policy Development/mapping; Plan Amendment preparation;
Proposed Zoning By-law amendments.
Phase V: Adoption by local Council

5. Availability of Background Material

It is expected that the successful consultant shall make use of existing background information.
However, the consultant shall be required to provide updates to existing data where required.
Existing background data that is available to the consultant includes:
Existing official plans and maps from all areas covered
Existing Zoning By-laws

Bruce County Official Plan, and associated background report
Digital Parcel fabric, geo-referenced, including associated O.P. and zoning layers
Sewer and water capacity and infrastructure information
Bruce County Housing Study

6. Deliverables

The consultant shall provide to the Council twelve complete paper copies of the all documents in
a format suitable for adoption, along with associate schedules. The consultant shall also provide
one digital copy of all text documents in a MS word format. Digital map files shall be provided
that in ESRI shape file format ­ georeferencing on base maps must be maintained by consultant
in the development of any new thematic layers.

7. Pricing

All prices must be in Canadian Funds and include Goods and Services Tax and Provincial Sales
Tax separately, where applicable. The proposal shall include the following:
- A summary of the method of costing used.
- A summary of the major work components and the prices/estimates assigned to each
phase including an estimate of the number of hours that will be required for the issues
identified in section 4 broken down by level of staff assigned to each of the phases.
The scope of the engagement may only be broadened with express written authority
of the Town.
- The set fees should indicate all aspects of the Request for Proposal.
- Any report or item over and above the terms, conditions and specifications as outlined
shall be detailed complete with pricing per addition.

8. Study Timing

Response to this RFP should provide timing details for each phase in the project. Council has
estimated that the study should have a total duration of 6 months from start to finish.

10. Study Budget

The Study Budget Upset Limit is _____ including fees and disbursements, but not including
GST.

11. Qualifications

The consultant(s) shall be a registered professional planner (RPP, MCIP). Experience in rural
and small town planning is considered an asset.

12. Evaluation of Submissions

Tenders shall be reviewed by the Council and/or staff. The evaluation of the Proposals will be
based primarily on the following criteria being assessed:

Work Plan (20 points)
Demonstrated ability and experience on similar projects (10 points)
Qualifications/Experience of key project personnel (10 points)
Creativity of Application (15 points)
Proposed Fee (45 pts to lowest - 35 pts to highest)

MAX. POTENTIAL SCORE 100 points


13. Acceptance/Rejection of Submissions

The proposal shall clearly identify a work plan, costs and schedule to satisfy the Minimum
Deliverables of the Project as described in Section 6. The proposal shall identify a Project
Manager who will be responsible for liaison, cost control and invoicing, maintaining the project
schedule and who will represent the consultant in matters pertaining to all aspects of reporting.

Up to date curricula vitae shall be provided for each team member in an Appendix.

In making a submission, the proponent agrees that the Town of South Bruce Peninsula has the
right, at its own discussion, to reject any non-compliant submissions and that the lowest, or any
submission will not necessarily be accepted.

Fundamental to this competition is the selection of a Proposal that, in the opinion of the Town, is
in the best interest of the Town. To this end, the proponent, in making a submission, agrees that
the Town reserves the right to select a proposal that may be non-compliant and may not be the
lowest price proposal.

APPENDIX B ­ PPS EXCERPTS

Comprehensive review: means
a) for the purposes of policies 1.1.3.9 and 1.3.2, an official plan review
which is initiated by a planning authority, or an official plan amendment
which is initiated or adopted by a planning authority, which:

1. is based on a review of population and growth projections and which
reflect projections and allocations by upper-tier municipalities and
provincial plans, where applicable; considers alternative directions
for growth; and determines how best to accommodate this growth
while protecting provincial interests;
2. utilizes opportunities to accommodate projected growth through
intensification and redevelopment;
3. confirms that the lands to be developed do not comprise specialty
crop areas in accordance with policy 2.3.2;
4. is integrated with planning for infrastructure and public service
facilities; and
5. considers cross-jurisdictional issues.

b) for the purposes of policy 1.1.5, means a review undertaken by a planning
authority or comparable body which:

1. addresses long-term population projections, infrastructure
requirements and related matters;
2. confirms that the lands to be developed do not comprise specialty
crop areas in accordance with policy 2.3.2; and
3. considers cross-jurisdictional issues.

1.3 Employment Areas
1.3.1 Planning authorities shall promote economic development and
competitiveness by:

1. providing for an appropriate mix and range of employment (including
industrial, commercial and institutional uses) to meet long-term needs;
2. providing opportunities for a diversified economic base, including
maintaining a range and choice of suitable sites for employment uses which
support a wide range of economic activities and ancillary uses, and take into
account the needs of existing and future businesses;
3. planning for, protecting and preserving employment areas for current and
future uses; and
4. ensuring the necessary infrastructure is provided to support current and
projected needs.

1.3.2 Planning authorities may permit conversion of lands within employment areas
to non-employment uses through a comprehensive review, only where it has been

demonstrated that the land is not required for employment purposes over the long
term and that there is a need for the conversion.

1.1.3.9 A planning authority may identify a settlement area or allow the expansion
of a settlement area boundary only at the time of a comprehensive review and only
where it has been demonstrated that:

a. sufficient opportunities for growth are not available through intensification,
redevelopment and designated growth areas to accommodate the projected
needs over the identified planning horizon;
b. the infrastructure and public service facilities which are planned or available
are suitable for the development over the long term and protect public health
and safety;
c. in prime agricultural areas:
1. the lands do not comprise specialty crop areas;
2. there are no reasonable alternatives which avoid prime agricultural areas;
and
3. there are no reasonable alternatives on lower priority agricultural lands in
prime agricultural areas; and
d. impacts from new or expanding settlement areas on agricultural operations
which are adjacent or close to the settlement area are mitigated to the extent
feasible.

In determining the most appropriate direction for expansions to the boundaries of
settlement areas or the identification of a settlement area by a planning authority, a
planning authority shall apply the policies of Section 2: Wise Use and Management
of Resources and Section 3: Protecting Public Health and Safety.

1. Introduction/Issues

The Town of South Bruce Peninsula invites Requests for Proposals to undertake a growth
strategy for the core area of Sauble Beach. The growth strategy shall be in the form of an official
plan amendment to the existing local official plan.

The existing plan policies are found in the local official plan for The Town of South Bruce
Peninsula. The Towns plan, as well the Bruce County Official Plan, designate the Sauble Beach
area as a "Primary Settlement Area".

The Town of South Bruce Peninsula is currently undertaking an environmental assessment that is
investigating municipal sewer and water services for the core area of Sauble Beach. If Council
makes a commitment, through the EA process, to provide such services, a review of existing
official plan development polices and zoning regulations will have to be undertaken.

The growth strategy should consist of the following elements as a minimum:

1.1 The development of new servicing policies
1.2 The development of new land use designations an land use polices for the designations,
including provisions for mixed used neighborhoods
1.3 The development of new site plan control policies
1.4 The development of new zoning regulations to implement the new land use policies

2. Required Elements - Project Delivery and Public Participation

The Council places high value on creativity and innovation in project delivery and public
participation methods. There is a general feeling that standard methods of public participation
are becoming somewhat time worn (such as surveys, open houses, public meetings). This is not
to say that these methods should be ruled out, but we ask those responding to the RFP to use
creativity and imagination in engaging the public in this process.

The following minimum components shall be required:

i) The consultant shall be required to report to a project steering Committee that
shall be appointed by Council. The consultant shall meet with the steering
committee at least once in every proposed project phase;

ii) The consultant shall ensure that the public is engaged in a meaningful way in each
stage of the process;

iii) The consultant shall provide for at least one statutory public meeting prior to
Council adoption;

iv) The Consultant shall ensure that all statutory requirements of the Planning Act are
met.

As a guideline to consultants only, Council would expect the process might include the following
standard elements:

Phase I: Summary of Background information/ Preliminary Issues/Actions Identification
Phase II: Preliminary Issues/Actions Refinement
Phase III: Vision, Goals & Objectives Development
Phase IV: Official Plan Policy Development and Plan Preparation, Preparations of new
zoning regulations.
Phase V: Plan adoption by local Council

3. Availability of Background Material

It is expected that the successful consultant shall make use of existing background information,
where available. However, the consultant shall be required to provide updates to existing data
where required.
Existing background data that is available to the consultant includes:
Existing official plans and maps from all areas covered
Existing Zoning By-laws
Bruce County Official Plan, and associated background report
Digital Parcel fabric, geo-referenced, including associated O.P. and zoning layers
Sewer and water capacity and infrastructure information
Bruce County Housing Study

4. Deliverables

The consultant shall provide to the Council twelve (12) completed paper copies of the documents
in a format suitable for adoption, along with associate schedules. The consultant shall also
provide one digital copy of all text documents in a MS word format. Digital map files shall be
provided that in ESRI shape file format ­ georeferencing on base maps must be maintained by
consultant in the development of any new thematic layers.

5. Pricing

All prices must be in Canadian Funds and include Goods and Services Tax and Provincial Sales
Tax separately, where applicable. The proposal shall include the following:
- A summary of the method of costing used.
- A summary of the major work components and the prices/estimates assigned to each
phase including an estimate of the number of hours that will be required for the issues
identified in section 4 broken down by level of staff assigned to each of the phases.
The scope of the engagement may only be broadened with express written authority
of the Town.
- The set fees should indicate all aspects of the Request for Proposal.
- Any report or item over and above the terms, conditions and specifications as outlined
shall be detailed complete with pricing per addition.

6. Study Timing

Response to this RFP should provide timing details for each phase in the project. Council has
estimated that the study should have a total duration of 6 months from start to finish.

based primarily on the following criteria being assessed:

Work Plan (20 points)
Demonstrated ability and experience on similar projects (10 points)
Qualifications/Experience of key project personnel (10 points)
Creativity of Application (15 points)
Proposed Fee (45 pts to lowest - 35 pts to highest)

11. Acceptance/Rejection of Submissions

The proposal shall clearly identify a work plan, costs and schedule to satisfy the Minimum
Deliverables of the Project as described in Section 4. The proposal shall identify a Project
Manager who will be responsible for liaison, cost control and invoicing, maintaining the project
schedule and who will represent the consultant in matters pertaining to all aspects of reporting.

Up to date curricula vitae shall be provided for each team member in an Appendix.

In making a submission, the proponent agrees that the Town of South Bruce Peninsula has the
right, at its own discussion, to reject any non-compliant submissions and that the lowest, or any
submission will not necessarily be accepted.

Fundamental to this competition is the selection of a Proposal that, in the opinion of the Town, is
in the best interest of the Town. To this end, the proponent, in making a submission, agrees that
the Town reserves the right to select a proposal that may be non-compliant and may not be the
lowest price proposal.

The Town of South Bruce Peninsula will give a written notification of the evaluation results by
June 30, 2008.

TOWN NEEDS AND EXPECTATIONS

The Council of the Corporation of the Town of South Bruce Peninsula has authorized the
preparation of a background study required under the Development Charges Act. The Town of
South Bruce Peninsula is issuing this Request for Proposal for the completion of such study, and
invites firms experienced with development charges in Ontario to respond. The scope of the
work includes but is not limited to:

· Establishing population and household growth forecasts based on the 2006 Census and
latest Ministry of Finance projections.
· Compiling future growth related infrastructure requirements in collaborations with Town
personnel.
· Completing all necessary steps in accordance with the Act in order to calculate the
development charges (it should be noted that the development charges will consist of
multiple rates; serviced and un-serviced areas).
· Recommending polices with respect to local services, exemptions, indexing, phasing in,
etc.
· Compiling and printing the full background study.
· Attendance at public meetings, Committee meetings and Council meetings as required.
· Preparation of a draft development charges by-law.

SCOPE OF PROPOSAL

Interested parties are requested to submit a proposal detailing (at minimum) the following
information:

· Corporate background/history including the name, address and contact person for the
firm.
· Project manager and staff contacts, including resumes and experience.
· Project plans and timeframe.
· Fees and expenses schedule (Including any fee/rate guarantees).
· Three municipal references.

ADDITIONAL CONDITIONS OF REQUEST FOR PROPOSAL

2. Under no circumstance will proposals be considered which are received after the
specified time.

3. Only one proposal/quotation will be accepted. A proponent who has already submitted a
proposal may submit a further quotation at anytime up to the official closing time. The
last quotation received shall supercede and invalidate all quotations previously submitted
by that proponent for this contract.

A proponent may withdraw his quotation at any time up to the official closing by
submitting a letter bearing his signature and seal as in his quotation to the Town of South
Bruce Peninsula at the address indicated above. Such submission must be received in
sufficient time to be marked before 4:00 p.m. on the date for closing. The proponent
shall show his name on the envelope containing such letter. No telephone call will be
considered.

4. All quotations must be made in ink or by typewriter/inkjet or laser printer. Entries or
changes made in pencil shall, unless otherwise decided by the Town be determined
invalid. Quotations which are incomplete, conditional, illegible or obscure may be
rejected.

Quotations that contain prices which appear to be so unbalanced as likely to affect
adversely the interests of the Town may be rejected unless otherwise decided by the
municipality.

5. If a proponent has omitted a price for an item in the quotation, they shall, unless
specifically stated otherwise in the quotation, be deemed to have allowed elsewhere in the
quotation for the cost of carrying it, and unless otherwise agreed to by the Town, no
increase shall be made in the total price on account of such omission.

6. Eight copies of the proposal shall be submitted.

7. The proposal shall be valid for 30 days after the date of closing.

8. The proposal must be signed by an authorized representative with the corporate power
and authority to execute and deliver obligations as proposed.

9. The Town is not obligated to accept the lowest cost or any proposal (or part thereof)
submitted.

10. The Town reserves the right to reject any or all the submissions and to determine in its
own judgment the organization best qualified to undertake these services.

11. The Town will not be responsible for any cost incurred by proponents in the preparation
or submission of a proposal.

requirements not adequately covered in their initial submission and/or to provide
additional information.

13. The request for proposal is not a call for tender, thus any proposal submitted, reviewed

Lead Sampling Program-Volunteers Needed

April 2008


Request for Volunteers
The Town of South Bruce Peninsula is seeking volunteers to participate in the Lead
Sampling Program implemented by the Province of Ontario. In order to participate, your
residence must be connected to a municipal water system.

Sources of Lead in Drinking Water

In the past, lead, a naturally occurring metal, was used in piping, solder, brass fittings
and other water service components. It has also been used in water distribution system
fittings.

Health Concerns

Excessive lead exposure has been linked to decreased intellectual and behavioural
development, hearing loss and birth and fertility difficulties. Unborn children and children
under the age of six absorb lead easily and are more susceptible to the harmful effects
of lead.

Short-term consumption of lead concentrations above 0.01 mg/L does not necessarily
pose risk to human health although the Ontario Drinking Water Standards state that the
maximum allowable concentration for lead in drinking water is 0.01 mg/L.

The Lead Sampling Program and You

When you volunteer to participate in the Lead Sampling Program, you will be contacted
by a Town of South Bruce Peninsula staff member to set up a convenient sampling
appointment.

On your appointment date, you will be visited by Ontario Clean Water Agency (OCWA)
licensed operators who will require approximately 45 minutes of your time. The OCWA
operators will run your tap water to flush the lines. The operators will then wait
approximately 30 minutes before taking the required lead samples. Samples will be sent
to an accredited laboratory for testing.

Volunteers will receive a report outlining the testing results.

2008 Budget Presentation

I will only be commenting on significant changes in this document as compared to the
2007 budget.

Revenue

Page 1 ­ General Government - The tax rate for Town purposes has increased by
5.12%. The overall rate increase to a residential taxpayer is 3.85% for 2008. The tax
increase for the past two years averages 2.79% for residential purposes.
The Town's unconditional grant (OMPF) from the Province of Ontario has increased by
$381,800.00. The Federal Gas Tax revenue has increased from $105,154.83 in 2007 to
$131,474.73 for 2008. Investment Income is expected to decrease by approximately
$50,000.00 due to the expected decrease in interest rates this year. The surplus carried
forward into revenue from 2007 is $156,353.98 as compared to $334,019.49 for 2006.

Page 3 ­ Police ­ The 2007 OPP surplus was $159,952.00 as compared to $119,608.00
for 2006 which is mainly but not entirely due to the increased Provincial responsibility
within our Town that has occurred due to the OPP having taken over policing of the
Saugeen Reserve.

Page 5 Public Works ­ The Town of South Bruce Peninsula has received a $931,000.00
grant from the Province of Ontario for Roads and Bridges purposes in 2008.

Water & Sewer (Wiarton) ­ It is anticipated that the water and sewer rates will increase
by 3.00% commencing on May 1st, 2008.

Page 11 - Parks and Information Centre ­ The unexpended funds from the Sauble
River project ($27,665.30) and the Paid Parking surplus ($102,187.37) have been brought
forward to the 2008 budget revenue.

Page 12 ­ Community Centre Sauble Beach ­ The unexpended funds ($60,000.00) that
were allocated in 2007 for the replacement of the roof on the community centre and not
spent have been carried forward to the 2008 budget.

Expenditures

Page 1 - Council ­ Council in 2008 anticipates becoming paperless and have allocated
$20,000.00 for laptop computers and related software, etc. Council has also approved a
Chain of Office for the Mayor ($2,700.00).

Page 2 ­ General Administration ­ Council have allocated $18,361.90 to an Insurance
Contingency account to cover the anticipated increase in general insurance premiums due
2.
to the recent building appraisals and risk management study undertaken by our insurers,
the first since prior to amalgamation in 1999.
Council is considering undertaking an Organizational Review of all Town staff and their
respective positions. If this proceeds it will be done over a two year period, late 2008 and
2009. $35,000.00 has been allocated towards this for 2008.
Council has allocated $670,752.00 to a new reserve entitled "Reserve ­ Capital". This
reserve is for future capital projects and/or future commitments that may be required to
acquire commercial development to our Town. It will only be allocated once Council has
all the documentation and studies in hand that will give back-up to the expenditure.

Page 3 - Fire Protection ­ If I delete the cost of the two new vehicles that were acquired
in 2007 and look at the Reserve allocation in 2008 there is very little difference in the
budget from 2007 to 2008.
Council have stated to the Fire Chief that they wish some reports on activity, etc. as
compared to other fire departments prior to completely endorsing the Fire Department's
2008 budget allocation.

Page 4 ­ Police Protection ­ The Council have allocated $2,500.00 to the Community
Policing Committee for 2008. This initiative will be throughout the whole of our Town.
The last OPP contract was negotiated five years ago. The renewal of this contract is up
for negotiation this spring. Council has allocated $1,950,000.00 for 2008 as compared to
an actual billing amount of $1,796,244.00 in 2007. The increase may be more and
Council will have to allocate from Working Capital Reserve depending on the final
negotiated contract which will be based on the Town's needs and requirements as
determined jointly by the Provincial Attorney General's Office (OPP) and Town Council.

Page 4 ­ Building Inspection ­ We have included $64,886.00 to cover the
Administrative Indirect costs from other Town personnel which are being allocated to the
Building function. This is in accordance with a consultant's report and for the years 2007
and 2008.

Page 7 to 10 Public Works ­ Council have increased the allocation for single surfacing
from $117,000.00 in 2007 to $240,000.00 for 2008.
Council has allocated $215,000.00 towards Vehicle purchases and $1,000,000.00 towards
Construction projects for 2008. The Public Works Manager will be preparing a report for
Council's consideration once the budget is approved. It will contain the approved
Vehicle and Capital Works allocations and will recommend where this money should be
spent for 2008. This will be along the lines of his previously submitted Capital Project
wish list. Once Council has allocated these monies to specific projects, I will code with
account numbers and project names that will appear in the general ledger.

Page 10 Street Lighting Systems ­ Council carried forward the unexpended amount
allocated for Street Lights Capital from 2007 ($20,000.00) and added a like amount for
2008 to make the total allocation towards new street lights $40,000.00 this year.

Page 11 - Wiarton-Keppel District Airport ­ The Town of South Bruce Peninsula's
allocation towards the airport in 2008 is $76,515.50, the same as was allocated in 2007.

Page 12 & 14 - Wiarton Water & Sewer Systems ­ The capital expenditures have not
been finalized as additional reports are expected from the Public Works Manager relative
to metering of water within the former Town of Wiarton and the need for underground

Page 13 - Garbage Collection ­ Council has authorized the purchase of a used garbage
compactor vehicle for various Town purposes ($20,000.00). Council has also allocated
$4,000.00 for possible full bag tag implementation. Council has yet to approve of this
initiative. Much more discussion will be required.

BY-LAW NUMBER -2008

A By-law to Set and Levy the Rates of Taxation for Town,
County and School Purposes for the Year 2008


WHEREAS it is necessary for the Council of the Town of South Bruce Peninsula, pursuant to
the Municipal Act to raise certain sums for the 2008 taxation year.

THEREFORE the Council of the Town of South Bruce Peninsula, pursuant to the Ontario
Municipal Act R.S.O. 2001, Section 311 and 312, as amended enacts as follows:

AND WHEREAS all property assessment rolls on which the 2008 taxes are to be levied have
been returned and revised pursuant to the provisions of the Assessment Act subject to appeals at
present before the District Court and the Ontario Municipal Board.

AND WHEREAS "Residential/Farm Assessment", "Farm Land Assessment", "Managed Forest
Assessment", "Industrial Assessment", "Commercial Assessment", "Commercial Excess/Vacant
Assessment", "Commercial Vacant Land", "Industrial Excess/Vacant Unit Assessment", "Multi-
Residential", "Pipelines", Hydro One Commercial and Hydro One Industrial" as defined in the
Assessment Act as amended by the Fair Municipal Finance Act, 1997 and further amended by
Regulation thereto, have been determined on the basis of the aforementioned property
assessment rolls.

AND WHEREAS the sums required by taxation in the year 2008 for County of Bruce purposes
are to be levied by the local municipalities as directed by County By-law Number 4410.

AND WHEREAS the sums required by taxation in the year 2008 for School purposes are set by
the Province of Ontario depending on the classification of assessment.

AND WHEREAS the tax ratios on the aforementioned property for the year 2008 taxation year
have been set out in By-law Number 4410 of the County of Bruce.

AND WHEREAS the sub-class tax rate reductions on prescribed sub-classes on the
aforementioned property for the year 2008 taxation year have been set out in By-law Number
4410 of the County of Bruce.

AND WHEREAS the tax rates of the aforementioned property classes and property sub-classes
have been calculated pursuant to the provisions of the Municipal Act and the manner set out
herein.
NOW THEREFORE, THE COUNCIL OF THE CORPORATION OF THE TOWN OF
SOUTH BRUCE PENINSULA HEREBY ENACTS AS FOLLOWS:

1. FOR the year 2008 the Town of South Bruce Peninsula shall levy upon the
Residential/Farm Assessment, Farm Land Assessment, Managed Forest
Assessment, Industrial Assessment, Commercial Assessment, Commercial
Excess/Vacant Assessment, Commercial Vacant Land, Industrial Excess/Vacant
Unit Assessment, Multi-Residential, Pipelines, Parking Lot, Hydro One
Commercial and Hydro One Industrial, the rates of taxation for County Purposes,
School Purposes and Town Purposes as set out in Schedule "A" attached hereto
and which forms part hereof.

2. PAYMENTS of all amounts directed to be levied on property assessment
pursuant to the provisions of this By-law and payments due to the County of
Bruce and Schools under the Municipal Act as established in this By-law and set
out in Schedule "B" attached hereto and which forms part hereof shall become
due and payable in the amounts and at the times established by the County of
Bruce and Province of Ontario.

3. THAT the Treasurer shall add to the Collectors Roll all or any arrears for water
and service charge, any charges for cutting weeds, any charges to Fence Viewer
Awards, or any other charges which should be collected pursuant to any statute or
by-law to the respective properties chargeable thereto, and that the same shall be
collected by the Collector in the same manner and at the same time as all other
rates or levies.

4. THAT the amount of taxes levied pursuant to this by-law on each assessment
shall be divided into two equal amounts, less the 2008 Interim billing.

THAT one amount shall be known as the First Instalment and shall be due and
payable on or before the 18th day of July 2008.

THAT the other amount shall be known as the Second Instalment and shall be
due and payable on or before the 19th day of September 2008.

5. THAT an additional 1 1/4% penalty shall be made on any instalment on the first
day of default and on the first day of each calendar month thereafter in which
default continues until and including December, with interest at 1 1/4% per
month thereafter to a maximum of 15% per annum.

6. THAT the Collector of taxes for the Town of South Bruce Peninsula may mail or
cause to be mailed the notice specifying the amount of taxes payable by any
person liable for taxes, addressed to him at his place of residence or place of
business, as shown on the Assessment Roll for the current year.

Community Policing Committee Volunteers Needed

The Town of South Bruce Peninsula is seeking four volunteers to serve on the
Community Policing Committee.

Reporting to Municipal Council:

* Committee members will be responsible for making recommendations on
implementing programs such as: Neighbourhood Watch, Citizens on Patrol,
Adopt a Road, etc., and assisting in the recruitment of volunteers for said
programs.

"Terms of Reference" for the Community Policing Committee can be picked up at the
municipal office.

Letters of application will be accepted by the undersigned until May 9, 2008. Those
chosen to sit on the Committee will be notified by letter.
